**The Opportunity:**
CACI is seeking a highly capable **Data Systems and Policy Analyst** to support the Department of Defense (DoD) Chief Information Officer (CIO). This position independently supports an Action Officer and plays a critical role in advancing enterprise-wide modernization initiatives, including the Time Division Multiplexing (TDM) Elimination Portal, TDM Elimination Dashboard, Technical Debt Insight (TDI) Dashboard, and the Data Center Resilience and Optimization Platform (DROP). The SME is responsible for delivering technical insights, developing executive-level dashboards, enhancing user experience design, and supporting strategic documentation efforts. The ideal candidate will blend data engineering and visualization skills with strong policy acumen - attending working groups, drafting white papers, and responding to high-level taskers, including those submitted via the Correspondence and Task Management System (CATMS). Proficiency with tools like Power Bi is essential.
**This position is 100% ONSITE working 5 days a week at the Mark Center in Alexandria, VA.**
**Responsibilities:**
- Provide independent SME-level support to a DoD CIO Action Officer as a hybrid data systems engineer and policy analyst.
- Engineer, maintain, and enhance Power BI dashboards to visualize technical debt scores, decommissioning progress, and infrastructure performance metrics across TDM, TDI, and DROP.
- Apply human-centered design (HCD) principles to produce UI/UX artifacts, including personas, mockups, and user journeys, that improve usability of CIO tools.
- Participate in and document stakeholder meetings, working groups, and internal strategy sessions; draft meeting summaries, white papers, and internal memos.
- Prepare and respond to CATMS taskers and executive-level inquiries in alignment with CIO priorities and policy frameworks.
- Leverage and develop Advana, Jira, and Confluence to track deliverables, manage technical documentation, and support portfolio transparency and alignment.
- Analyze infrastructure telemetry and lifecycle data to support strategic recommendations for Zero Trust Architecture (ZTA), hybrid cloud migration, and enterprise modernization.
**Qualifications:**
_Required:_
+ Minimum clearance active DoD Secret.
+ A Master's degree in a related field with at least 12 years of experience in data systems engineering, UX design, or federal IT policy analysis is required. (Alternatively, 16 years of experience may be substituted in place of the degree.)
+ **Demonstrated expertise in:**
+ Power BI (DAX, data modeling, executive dashboard design).
+ Technical debt lifecycle management and infrastructure telemetry.
+ UX and interface design (mockups, wireframes, storyboards).
+ Policy documentation (white papers, briefings, tasker responses).
+ **Familiarity and development with:**
+ DoD Office of the Secretary of Defense (OSD) priorities and governance structures.
+ Zero Trust Architecture (ZTA).
+ TDM Portal, TDM Dashboard, TDI Dashboard, DROP, and Ground Control platforms.
+ Platforms: Advana, Jira, Confluence.
+ Ability to work independently, prioritize competing needs, and deliver high-quality outputs with minimal supervision.
_Desired:_
+ Active Top Secret security clearance preferred.
+ Experience supporting DoD CIO or similar high-level federal IT modernization programs.
+ Working knowledge of data center consolidation, AI/ML analytics, or cybersecurity frameworks (e.g., NIST 800-53, FedRAMP, OMB M-25-03).
**Preferred certifications:**
+ Microsoft Certified: Data Analyst Associate (Power BI), Azure Data Fundamentals, AWS Data Analytics Specialty, AWS Certified Solutions Architect (Associate or Professional), Microsoft Certified: Azure Solutions Architect Expert, TOGAF, ITIL v4 Foundation, CISSP, CISM, CompTIA Security+, CEH, PMP, Scaled Agile Framework (SAFe) certifications, and Certified ScrumMaster (CSM).

The proposed salary range for this position is:
$103,800 - $218,100
